Every team owns draft rights for players that have been drafted the previous years (e.g. Ante Zizic was a first round pick in 2016 by Boston). These can be found in the excel file aka "The Bible" in a separate tab called "Draft rights" as well as in the roster breakdown of each team.
These will be put on your active roster and managers will have to make a decision about them until the end off the 2018 offseason. These are players that have been drafted already so their salaries are already in place by the CBA.
It's always a good idea to stash some of these on your D-League slots until they are ready to contribute at some point during the season or even if it takes a couple years until they join the NBA (e.g. Dario Saric).
If you decide not to add a player whom you own the draft rights to the active roster then these players will stay on the waiver wire for 24 hours and if they are not claimed by anyone they will then become free agents and anyone will be able to sign them like any other free agent during the regular season.
