(Serious discussion) Draft Order Balancing

Hey guys,
Facts:
-We are all trying to win the league multiple times or at teast stay competetive in the long run (hopefully). Aside luck, biggest pillar of staying competetive is to collect as many big performers/good contracts/future stars (lets call them outliers) as possible.
-Salary cap and free agent institutions balances all teams in the preseason to some extent. The only difference being the outlier players selected in the drafts.
-An earlier draft rank of reload provides 1 outlier player. An earlier draft of rookie provides a potential outlier with high upside. An earlier team selection gives 1-2 extra desirable players (possibly outliers) compared to a later team selection.
Problem statement: current draft rank randomization balances reload and rookie draft, leaves out the team selection.
Alternative solutions:
-We can do the randomization in such a way that every players’ draft ranks total would be 31-32.
-Or if we are convinced that reload balances itself with its snake format and 4 rounds, we can just reverse team selection order and rookie selection.
